Paul Van Tigchelt, the man who dreams of the impossible challenge: trying to clean up Belgian Justice

Who. He is the new Minister of Justice of Belgium, after his boss until Friday was forced to resign after learning that the 'jihadist' who killed two Swedes in Brussels had been claimed by Tunisia and that his file was not processed

That. He arrives with an unaffordable task: to clean up a system that is extraordinarily inbred, slow, with insufficient resources and marked by serious errors and revolving doors.

On Friday night, four days after the attacks that killed two Swedes in Brussels, Justice Minister Vincent Van Quickenborne resigned. That morning, the Government had learned that the jihadist had been claimed by Tunisia in 2022 but the extradition request had not been processed.. The document had reached the judge, but he had not done his job. It was an “individual, monumental and unacceptable mistake”, but Van Quickenborne, assuming political responsibilities, went home.

We already have a substitute. His name is Paul Van Tigchelt, the outgoing right-hand man in security matters.. From 2016 to 2020, Van Tigchelt headed OCAD, the coordination unit that analyzes all threats. And before he had been a prosecutor. He will hold the portfolios of Justice, North Sea and deputy prime minister. He has training, experience and extensive knowledge of the system from all sides. It remains to be seen if he has the political capital, the will, the faith and the strength to take on one of the most difficult tasks since Hercules completed his 12 tests: san(e)r the Administration of Justice.

It won't be able to. Neither he nor anyone. Justice is complicated everywhere, what are we Spaniards going to say?. But in Belgium, a smaller, endogamous country, in which everyone not only knows each other but has studied together, and has worked in the same law firms, and where the revolving doors move at a devilish speed, it is even more complicated. .

The authorities have tried to protect the magistrate who made no attempt to hand over a jihadist who had been imprisoned in Tunisia, who was imprisoned in Sweden and who had threatened to kill a person in a shelter in Belgium.. They say the judges are overloaded, that he had completed 30 of the 31 cases, and that he ruled just that. It may be true and perhaps even the cause of the error.. It is also true that this judge was convicted in the past when he manipulated a summary to protect a friend of his, a lawyer.. And the same thing again with a businessman years later. Reprimand, a few months to the private sector, and back as if nothing had happened.

The same as with the star judge Michel Claise, who recused himself from the QatarGate case of corruption in the European Parliament when it emerged that one of his sons is a partner of the son of MEP Marie Arena.. That she is not accused and has not been interrogated, coincidentally, even though she is a confidant or ex-partner of one of the main investigators.. Claise is close to the lawyer of another of the accused, with whom he worked at his father's law firm, who was also his mentor.. And I say it transcended because almost everyone knew it, which is a very small world.. And nothing happened.

What to say about the judges or prosecutors in charge of the Euroorder of the Catalan independentists, making decisions censored by the Court of Justice of the EU. That instead of applying the rules and arresting those who were claimed, they arranged an appointment by calling the defense lawyers, their old acquaintances.. Or, vigilantes who see themselves as heroes of freedom above any jurisdiction. There are ungovernable cities, unreformable countries and unsalvageable ministries, which look like a private club but without means and with criminal gangs threatening death.. Flamenco arrives with enthusiasm, but will leave scalded. Like everyone.

The average working day in Spain is now 37.8 hours per week, only 18 minutes above the Government's proposal

The average working day in Spain stands at 37.8 hours per week, the equivalent of 7 hours and 34 minutes of work per day, according to the latest Eurostat data updated at the end of 2022.. This means that in practice Spaniards work on average 18 minutes more per week than the EU average, which is 37.5 hours, exactly the level at which the parties that make up the Government in Spain want to reach it by law. functions.

It must be taken into account that although on average Spaniards work 37.8 hours a week, this is an average of all working days, so there will be some who dedicate much less time to their job and others who have longer days.. In fact, according to the latest EPA, 8.8 million workers in Spain worked 40 to 49 hours a week in the third quarter of this year and 1.33 million worked more than 50 hours a week – most of them employees of the manufacturing industry and commerce -, in both cases exceeding the legal limit.

However, if by law the maximum working time is capped at 37.5 hours per week, this real average of effective weekly work will drop to probably be below the Union average.. This decrease in the maximum working time by law will be done gradually, since in 2024 it will drop from the current 40 hours per week to 38.5, and in 2025 to 37.5, according to the pre-agreement of the PSOE and Sumar to reissue the coalition Government .

The sectors in which people work the longest in Spain are agriculture, livestock and fishing (with an average of 40.7 hours of work per week); transportation and storage, with 38.7 hours; construction, with 38.4 hours per week; and the supply of electrical energy (38.1 hours), according to the latest EPA.

According to Eurostat data, working hours in the European Union are very heterogeneous. At the extremes are the Netherlands, with a working day of only 33.2 hours per week (6 hours and 38 minutes) and Greece, with 41 hours (8 hours and 12 minutes per day).. Among the workers with shorter hours than the Spanish are the Germans (35.3 hours), Italians (37.4) and French (37.4).

The trend in the last fifteen years has been to reduce the working day on the continent, since it has gone from 38.3 hours per week in 2008 to 37.5 hours at the end of 2022 (48 minutes less); a reduction that has also occurred in Spain, where the working day has gone from 39.3 hours in 2008 to 37.8 hours today (one and a half hours less weekly work).

This decrease responds to factors of different types. On the one hand, in those countries in which there has been a gain in productivity – that is, where workers are capable of producing the same or more in less time – it is logical that working hours have been shortened.. However, Spain does not stand out for having registered an increase in productivity in that period, so reducing working time can translate into a brake on economic growth.

Also influencing is the rise of part-time employment, which has reduced the average working day of citizens, something that has happened especially in some countries like Spain, where this solution was used to recover the labor market after the 2008 crisis and still remains very established in the schemes of companies.

Furthermore, the sectoral recomposition of the economy has also reduced the hours of employment, since sectors such as construction, which are very intensive in hours, no longer have as high a weight on the GDP as they did in 2008.

The employers oppose

CEOE, Cepyme and ATA, the majority representatives of companies, SMEs and the self-employed, have shown their rejection of this reduction in working hours by law since they consider that it will have “a negative impact on the activity of companies, especially SMEs and self-employed, and therefore for the growth of the economy and the creation of jobs in Spain”.

“It is surprising that the agreement goes into issues specific to Social Dialogue, agreeing on very relevant aspects, such as that relating to working hours, behind the backs of the social partners and with an obvious interventionist desire and which is an attack on the constitutional role of the social agents. There is the possibility of exploring new distribution formulas between work time and rest or leisure time, but not as a consequence of a legal imposition but through collective bargaining.. The regulation of working hours must be addressed sector by sector and company by company, analyzing in each case whether there is sufficient productivity margin and the organizational needs of the employer,” they claimed in a joint statement.

They have warned that any imposed cut in working hours while maintaining the same salary level will result in more costs for companies..

The inspection, too

Criticism of the pre-agreement has also come from the Labor Inspection, which has denounced that it will not be able to monitor compliance with the increase in the Minimum Wage and the reduction of the working day in companies if its control is not reinforced. template.

“In accordance with the press release that has been sent by the Government agreement reached by the PSOE and Sumar, from the Labor and Social Security Inspection we hope that they will explain how compliance with the reduction in working hours, the increase in SMI, the new paid permits… without the reinforcement of the Inspection. If they forget about the Labor Inspection, the agreement will remain a drawing that cannot be fulfilled,” sources from the organization have warned.

PP offensive due to the CIS controversy: demands the "complete file" of the call that Alaminos won

“The slowness of Congress to convene the investiture debate contrasts with the speed of other institutions to place supporters and relatives of the PSOE”. This is how the PP leadership responds when asked about the information that EL MUNDO revealed yesterday about the entry into the Sociological Research Center (CIS), with a civil servant position, of the son of Antonio Alaminos Chica, right hand of José Félix Tezanos. In fact, its vote estimation system bears the last name of both: Alaminos-Tezanos method.

His son, Antonio Alaminos Fernández, has entered through a merit contest – without an exam – and with a court tailored to him in which four of its five members are subordinates or collaborators of the president of this public body.. The father himself initially appeared as president of the substitute court, although he later declined.

For the PP, which was already very critical of the hiring of Nadia Calviño's husband at National Heritage – who ended up resigning after the revelations in this newspaper -, this is a possible case of “nepotism”, so it has set off alarm bells.

That is why the popular have launched a battery of parliamentary questions and requests for information in Congress. The spokesperson for the formation, Cuca Gamarra, is the one who heads the four writings to which this newspaper has had access. He signs them along with seven other deputies from the leadership of the Popular Parliamentary Group: Carlos Rojas, Jaime de Olano, Macarena Montesinos, Pablo Hispán, Isabel Borrego, José Antonio Bermúdez de Castro and Sandra Moneo.

They registered the first two initiatives yesterday, and they have drafted two others that will be taken to Congress this Tuesday. The first of all is a request for information to force the CIS to deliver all the documentation about the selection process.. Article 7 of the Congress Regulations enables deputies to request any public document – not classified – that must be delivered to them, without excuse.

Well, the popular ones have demanded the “complete file of the call to fill two applied sociological research positions at the CIS for entry through the general system of free access on the scale of scientific researchers of public research organizations.”

That is, they demand from both the Ministry of Science and the CIS itself all the documents of the call that the son of number two from Tezanos won on February 21, 2023. Alaminos Jr. was one of the six applicants who appeared in the process called by the Ministry of Science to award two places for the CIS. The winner of the other position is the director of the Office of the High Commissioner for the Fight against Child Poverty, Albert Arcarons, who obtained the second best score.

In relation to the qualifying panel that approved the incorporation of Alaminos, the PP asks “which people were part of it and what is their curriculum vitae and their experience in the selection of personnel and evaluation of candidates.”

Thirdly, the popular ones have prepared two more questions that they will register today. The first: “What has been the intervention of the president of the CIS, José Félix Tezanos, in the selective process of the call to fill two applied sociological research positions at the CIS?” And secondly, what has been the intervention of Antonio Alaminos Chica, Tezanos's right-hand man, in the selection process. The answer to both things is requested in writing.

100 days of Carlos Mazón's Government with Vox that does not wear down the PP

On July 19, 2023, Carlos Mazón announced the composition of his Government at the head of the Generalitat Valenciana, which would be formed by the PP and Vox. They had closed a month before an agreement that, after that of Castilla y León a year before, opened the doors of autonomous power to the party of Santiago Abascal. The leader of the Valencian PP was the first to dare to do so, in the middle of the electoral campaign for the general elections of 23-J and under the omens of problems that would hinder the government's action and, with it, the image of the popular. The distant positions on key issues such as gender violence – which Vox snuck into the agreement as 'domestic violence' – or climate change were seen as a cause of friction and led to the formation of governments such as that of Extremadura.. 100 days later, the Mazón Government has not had internal wear and tear and, in addition, has encountered an opposition with a low-profile leadership, in the absence of Ximo Puig and without Baldoví effect.

The “Government of change”, as the president calls it, will see this Thursday approved in the plenary session of the Cortes one of the first measures to which it committed: eliminating, with a 99% bonus, the inheritance and donation tax with effect since last May 28, but it is also finalizing the fiscal policy that it will present in the Budget Accompanying Law, such as the introduction of “social deductions” for low incomes. There has been no discrepancy to apply cuts to senior positions in the Administration or to promote changes in linguistic policy in the educational field, where the obligation to study any subject in Valencian in Spanish-speaking areas will be eliminated.. In these issues, as well as in other essential ones such as the demand for water or the defense of the Valencian “identity signs”, there is no friction between the two partners.

“We are a single government”. That is the premise that the Consell does not stop repeating.. Vox has a vice presidency, the Ministry of Culture, Justice and the Interior and Agriculture, but the sensitive areas were reserved by Mazón for the PP by virtue of the proportion that the polls showed on May 28.. The main one is gender violence. If the president made his partner understand that it was not convenient to have in his government a person convicted of gender violence, the Vox candidate Carlos Flores Juberías also made it clear that the government's action in this matter would be under the control of the vice president. second, Susana Camarero, renowned defender of policies against sexist violence, and of the figure of a “commissioner” whose function is to “promote and coordinate” all public policies for prevention and care for victims.

In the 100 days of coexistence between PP and Vox, obstacles have arisen, but the popular ones, with their president at the helm, have known how to smooth them out. The main one was deactivated by Mazón without letting it explode: he urgently convened the Consell and suddenly dismissed the undersecretary of Justice and Interior just a few hours after learning that he had not reported a previous conviction for attacking his ex-wife.. Nor did he hesitate to reaffirm that Justice will maintain the three Offices of Complaints and Assistance to Victims of Gender Violence after the Vox counselor doubted. Even in the change of banner in the Cortes to condemn the murders, the PP extracted from its partners an agreement on “No to violence against women.”

Without Puig face to face

Another difference that was predicted and that has not yet emerged is their position on climate change.. In its government design, the PP also reserved environmental policies, separating them from agriculture, which guarantees its control.

In these 100 days, PP and Vox have encountered a low-profile opposition. On the one hand, Ximo Puig has not appeared in the Cortes as the figure that opposes Mazón. The ex-president combines his work as regional deputy and general secretary of the PSPV with that of territorial senator, but the spokesperson in the Cortes has ceded it to former councilor Rebeca Torró and has opted for an opposition formula, “a Council in the shadows” which is still filming.

On the Compromís side, Joan Baldoví has not yet managed to overcome the burden of the change of leadership last year, which went from Mónica Oltra to Aitana Mas in the Consell and from Fran Ferri to Papi Robles in the Cortes.

Arteta's doctorate: 690 million to resurrect Arsenal and 'sneak' into the Champions aristocracy

«Arsenal had lost its soul. It was not enjoyed, it was not felt. “We had to reconnect the team and the fans.”. With this analysis Mikel Arteta (San Sebastián, 1982) sat on the Gunner bench on December 22, 2019. It was his first experience as a coach and, despite not having had any titles – only the FA Cup 19/20 and two Community Shields in 2020 and 2023 – he is considered successful beyond the Emirates. In the Premier League he is familiar with Manchester City, and a return to the Champions League was guaranteed after six long seasons of absence.. Arteta's doctorate, whom Spanish football is closely monitoring in case the main benches open up, passes through the Sánchez-Pizjuán tonight.

Now is the time for the fruits of that tree that the former Arsenal captain drew to the American businessmen Stan and Josh Kroenke when Unai Emery's project was faltering. After two and a half seasons working side by side with Pep Guardiola, his diagnosis of the London team's illness was accurate.. The leaves were green, with a Europa League final lost to Chelsea and a Champions League qualification that was missed by one point, but the roots were dry.. The club had to be resurrected from below, returning to the essence of what that club was, lost in the post-Arsener Wenger era.

To do so, Arteta relied on another former Gunner, the Brazilian Edu Gaspar, and they completely remodeled the squad with a million-dollar investment.. In three years, Arsenal has spent 690 million euros on players, without being in the Champions League, from where Bayern expelled them in the round of 16 in 2016, and without having managed to climb to the top of the table in the Premier League. .. until last season.

The championship escaped them in April, after losing 4-1 to City. Arteta confessed that, at some point, he saw himself as champion, something that the north London club has not achieved for 20 years. But he has already re-established himself among the candidates and, with nine days played, he has not yet known defeat. They have 21 points, the same as City, thanks to six wins and three draws.

Quarry and checkbook

Arteta substantiates this resurrection with a recognizable style for fans and in a very young squad, with an average age of 25 years old and full of talent, both their own and bought with a checkbook, becoming the fourth English club that has spent the most in the last five years.

Only three of the players he found remain in the team: a forward, the Brazilian Gabriel Martinelli, and the defenders, the Portuguese Cédric Soares and the Frenchman William Saliba. Under Arteta's direction, youth players such as Bukayo Saka and Smith-Rowe debuted in the first team, who were joined by Odegaard, the Ramsdale goalkeeper, Gabriel Jesus and the two most expensive signings: Kai Havertz (75 million) and Declan Rice (116 millions).

The Spanish coach has had to convey to a good part of them the essence of what it means to wear the Arsenal shirt, using all possible resources, from the positive reinforcement of individual talks to bringing to the locker room a replica of the watch that crowned the Highbury stadium for 70 years to remember that Arsenal belongs to the aristocracy of English football.

With firm steps in the Premier, and reinforcing its idea of a good game with players like the Spanish goalkeeper David Raya, who has placed Ramsdale on the spot for his good handling of the ball with his feet, the Champions League represents a challenge. Not only for pedigree but also for economy, as a means of income to recover the strong investment made by the owners to make this return successful.

The defeat against Lens (2-1) after beating PSV at the Emirates (4-0) forces us to look for a victory against Sevilla, a confrontation that will also be repeated the next day in London and that seems decisive for both teams.

The people of Seville, with two draws, will have to wake up after the arrival of Diego Alonso to the bench. It will be his debut in a competition in which he already played, and lost, a final with the Valencia shirt, against Bayern in 2001.. “It will be nice to remember and it will be a good game in which we will have to work a lot in all facets,” he warned.

Spain takes the initiative and asks the EU to lift sanctions on Venezuela

It was the big surprise of the meeting of the Foreign Affairs Council of the European Union, which was held yesterday in Luxembourg. Among the issues to be discussed, the Spanish minister, José Manuel Albares, proposed to his counterparts the possibility of lifting EU sanctions on Venezuela. An idea that comes within the framework of following the path of the United States, and after the dialogue in Barbados, the summit held last week between Nicolás Maduro and the opposition, where they agreed to hold elections in the second half of next year.. “I have intervened with my colleagues to raise the need to study the review of the EU sanctions on Venezuela, in line with the recent decisions of the United States and given the positive evolution of the dialogue between Venezuelans,” said Albares.

Although he called on Josep Borrell to carry out the work, the minister is committed to normalizing Europe's relations with the revolutionary leadership when Spain has been missing from the process that led to the signing of the Barbados Agreement. An agreement that would not have been reached without the secret negotiations between Washington and Caracas, which have allowed the partial lifting of energy sanctions in exchange for the launch of repatriation flights for Venezuelan emigrants from US soil and the ratification of certain conditions. minimum democratic elections for the presidential elections.

Another counterpart is the release of political prisoners, although so far only six of 273 have been released.. Among those who remain in prison are four Spanish prisoners, three women (María Auxiliadora Delgado, Ángela Expósito and Karen Hernández) and one man (Jorge Alayeto).. At the moment, it is unknown if these releases will be a condition for Europe to lift the sanctions, since ministry sources have not specified.

After the struggle between both administrations, Juan González, special advisor to Joe Biden, imposed an ultimatum on Maduro that expires at the end of November. During these weeks, the Bolivarian revolution should advance in the release of prisoners, especially Americans, and in the withdrawal of disqualifications against opposition leaders.

The Government of Pedro Sánchez has not been part of the countries that have held the meeting in Barbados, where Norway served as sponsor with the support of Russia and the Netherlands. Latin American foreign ministers also supported the agreements with their presence, in addition to France, with a starring role (Macron has offered to lead electoral observation in the presidential elections) that has particularly stung Spanish diplomacy.

At the beginning of the month, Sánchez greeted the IX Summit of the Puebla Group, which brings together revolutionary, populist, leftist and progressive leaders from the Americas and whose leaders include José Luis Rodríguez Zapatero.

The EU approved the package of sanctions against Venezuela in November 2017 and included embargoing weapons to stop internal repression, as well as a selective list of sanctioned people who were prevented from traveling to the EU.. That is why some critics believe that this lifting of measures will not have any impact, since during its validity they did not have any impact in Venezuela either.

The EU resigns itself to calling for a "humanitarian pause" and not a "ceasefire" in Gaza

No ceasefire, no end to hostilities. What the EU is starting to say, and what it will probably ask for at the highest level this week, is a “humanitarian pause”. In the Israeli bombings on Gaza, in the launching of rockets from the Strip to the south of Israel, so that the release of the hostages can materialize and so that humanitarian aid can enter, which if it was important before is now irreplaceable for survival of hundreds of thousands of people.

The expression “humanitarian pause”, used last week in a European Parliament resolution, is the only one on which there seems to be “a basic consensus” right now in Brussels. Then it was criticized because it fell short (deputies from the left voted against it precisely for that reason) but now it seems the only firm ground. Countries like Spain and Ireland are openly in favor of a “ceasefire”, and their foreign ministers in Luxembourg have asked for it this Monday.. But not even the “humanitarian ceasefire” formula, proposed by the Secretary General of the United Nations, António Guterres (but not backed by a formal resolution), convinces in all capitals, which believe it is going too far..

Without a doubt, they would prefer that the violence end, but many, among them the most important, believe that it is not appropriate to demand it, since it would be an interference in Israel's right to self-defense, to which according to everyone it is entitled.. So they are not going to go further for the moment, just as the US did not allow even the mention of a pause at the UN. Italian Minister Antonio Tajani sums it up well: “We support humanitarian pauses to send supplies, but a truce is something else.”. The truce cannot mean that Israel gives up its self-defense,” explained the head of Forza Italia..

“Personally I think that a humanitarian pause is necessary to allow humanitarian delivery and distribution in Gaza,” the high representative for Foreign Policy, Josep Borrell, said this Monday, emphasizing that “half” of the population in the Strip has had to leave their homes or cities in the last week. The key word in that sentence, and in the rest of the ones he has uttered, is “personally.”. Borrell wants a truce, an immediate ceasefire, but he is the spokesperson for the 27 on Foreign Affairs and Security and knows that there is no common position on the matter.. So you can go around it, define the terms vaguely, insist on “concern for murdered civilians,” but without going much further than that..

“In Cairo there was a lot of talk about the need to stop the violence and think about civilian victims. The ceasefire is more than a pause, much more. A pause is just that, an interruption of something that then continues. It is a less ambitious objective than a ceasefire, which is an agreement between the parties.. A pause can be agreed upon more quickly and I believe that this is how the ministers have understood it,” the veteran Spanish politician admitted with resignation..

Summit this Thursday

On Thursday, the heads of state and government of the 27 will meet in Brussels for a summit dedicated mainly to international issues.. In the document of conclusions that is being negotiated, and that may change between now and Friday, it starts with Ukraine, with no less than 11 points, reiterating support for the country and trying to maintain attention, help and pressure on Russia, aware that the eyes of the world have shifted to the Middle East. “Ukraine has disappeared from the news but not from reality,” said the high representative at the end of the meeting.

After Ukraine, the document addresses the situation in Israel and Gaza with a specific message. “The European Council supports the call of the Secretary General of the United Nations, António Guterres, for a humanitarian pause to allow safe humanitarian access so that aid reaches those who need it,” says point 15 of the draft that the ambassadors are now negotiating. and Sherpas despite the fact that the aforementioned request is for a ceasefire. “The European Union will work closely with its partners in the region to protect civilians, support those trying to reach safety or provide assistance and facilitate access to food, water, healthcare, fuel and shelter. “The European Council reiterates the need for the immediate release of all hostages without any preconditions,” the text says..

The acting president of the Spanish Government, Pedro Sánchez, called Benjamin Netanyahu on Sunday to convey, on the one hand, support and condemnation for the Hamas terrorist attacks, but also to ask for a “humanitarian ceasefire”, a hybrid formula, and to urge him to allow the entry of more humanitarian aid urgently.

The provisional conclusions emphasize that the only possible solution is through a two-state solution, and applaud Egypt's initiative over the weekend to hold an “inclusive peace conference”, however complicated it may seem.. “We have to talk about the political process, because the peace process has been forgotten or set aside for too long (…) The priority now is to get humanitarian aid into Gaza. We have increased support but there are queues and queues of trucks waiting to enter. They should be able to do it. It is urgent that we can send the most basic things and that the supply of running water and electricity be restored,” said Borrell, without a doubt the figure who has raised his voice the most since day one.. Both to categorically condemn the massacre perpetrated by Hamas and to demand respect for international law from Israel in its response.

Madrid and Dublin do ask for more. “The suffering of innocent civilians, especially children, is on a scale that, in our opinion, requires an immediate cessation and the provision on an accelerated and full scale of water, food and medical supplies,” he said upon arrival at a meeting of EU Foreign Ministers in Luxembourg the Irishman Micheál Martin. “We understand Israel's need to deal with Hamas because it was a heinous attack, but the degree of suffering that innocent civilians in Gaza are now enduring is simply not acceptable.. That is why we believe that a humanitarian pause is required to, at a minimum, get aid and supplies there,” he noted..

“It is time for a ceasefire, it is time to stop this violence and when the violence in Gaza and Israel stops, which is the main objective, and prevent the extension of the conflict, we have to look further and the real solution is a State Palestinian recognized by the international community,” agreed the Spaniard José Manuel Albares. However, others such as the Czech minister or the Italian himself have stressed that after the massacre suffered, Israel's defense strategy cannot be interfered with.. You can tell them containment, respect for legality or a short interruption for the entry of trucks, but no more. Not for now.

Patrice Haettel, CEO of Horse: "Spain is our spearhead in hybrid and combustion engines"

In November 2022, the Renault Group decided to separate its combustion car business from that of 100% electric cars.. And so, last July Horse was born, the division that will develop and supply engines, gearboxes and batteries for low-emission thermal and hybrid vehicles.. Horse will be joined by the Chinese Geely – with its subsidiary Aurobay – and it is expected that the oil company Aramco will also create a global joint venture with 17 plants and 19,000 employees.

Of them, 9,000 will come from Renault and 3,400, specifically, from Spain, which will provide the factories in Seville (gearboxes) and Valladolid (engines) and an R&D&i center in the latter.. Furthermore, also in July the Horse headquarters was awarded to Madrid, where its CEO, Patrice Haettel, receives EL MUNDO. It is the first interview he gives to a Spanish media.

ALBERTO DI LOLLI The separation between combustion and electric, is it inevitable? A question of survival? Yeah. They may not achieve complete separation like us, but all groups do it.. The life cycles are not the same – much faster in batteries – and the technology is not the same either: the electric company needs a lot of investments and partners. So yes, they had to be separated. And then we decided to create a joint venture from which a very powerful supplier that did not exist before would emerge: if we add Horse and Geely, we have a turnover of 15 billion euros.. Good, but what does your company contribute to the industry and the customer? A realistic proposal for decarbonization and energy transition. There is a lot of talk about electric vehicles, but there is no single path to that goal and a hybrid, which already reduces CO2 by 20%, seems much better to me in that transition. In addition, we went from a European perimeter to a global one, with a presence in 130 countries and together with Geely, covering 80% of the market needs.. Furthermore, by 2040 it is expected that more than 50% of the cars sold will be combustion and hybrid.. Without forgetting that we work on technologies such as e-fuels [CO2-neutral synthetic fuels] and hydrogen, for which we see a future. Nissan, which is allied with the Renault Group and will enter Ampere – the 100% electric division – will not be in Horse. Fear of the Chinese side? Nissan also wants to separate combustion from the electricity business, but in a different way. In any case, he is a client of ours and will continue to be so.. Because the joint venture will supply the Renault, Geely, Nissan and Mitsubishi brands.. And that is a very strong business base for at least 10 years.. But we will also work with any brand to help you manage the end of your thermal cars.. In this sense, are you already negotiating with other manufacturers? Yes, we have contacts and something could be finalized before the end of the year, but I can't say more. Of course, in five years we will have new clients. Could they also be Chinese? In Europe, we see Chinese brands only as electric, which is the technology they are arriving with and that they control. But in China many hybrids are sold and although Geely is already there with its brands and factories, we have no problem looking for new partners there.. Spain took over the Horse headquarters by beating Romania [cradle of Dacia, also of the Renault Group] and despite the fact that the Spanish Government did not oppose a tough Euro 7. What tipped the balance? Its best geographical location? Spain is already a very strong country within Renault [with the vehicle plants in Palencia and Valladolid] and now in Horse. It represents a very important weight of this [almost 20% of the total] with two factories, an R&D&i center and all the skills necessary to develop hybrid propellants.. It is our spearhead, they have been working very well for years, with a very strong industrial and supplier network.. Apart from being in Europe and in a stable country, something also very important for the future. A future that goes beyond 2035, when combustion vehicles are banned in the EU.. Yeah. But we will also continue to have a future in Europe as the door has been opened to synthetic fuels, which can be key to decarbonizing the thermal cars that already exist.. We have done laboratory tests and all our engines could already work with e-fuels, without adaptation. Furthermore, it remains to be seen how Euro 7 ends.. That said, each region of the world will have its path to decarbonization. What we have to do is adapt to them with a great advantage: Horse and Geely are complementary in markets and technologies, so there is no cannibalization and it will almost always be about adding advantages. The probable relaxation of Euro 7 is good news for you. It will be, above all, for the buyer. A hard Euro 7 would mean more than 1,500 euros more in the price of small cars and that could have a perverse effect on improving air quality. Because many customers, instead of changing their car, would stay with one that is 10 or 15 years old.. And this, when the fleet renewal rate is very low. The Spanish Government, both in purchase aid and in PERTE, has left out hybrid cars. What do you think about it? As Europe has been interested in electric vehicles since 2035, it is normal for its countries to take that path. But it would be good, if the political moment allows it, for there to be broader aid for the decarbonization of the park. Regarding the PERTE, we have presented small projects to the second call and we are talking with the Government regarding the third, whether for hybrids or e-fuels.. Here we have all the necessary skills and capabilities and the final result would be a more powerful and open Spanish automobile industry with many technologies.. One last question. In France, is there jealousy of the Spanish weight within the Renault Group? Stellantis wants to relocate everything it can…. Not at all. They are very happy since the arrival of Luca de Meo, who has made France the electric pole of the group. Spain is the hybrid and that, added to Horse, can be very beneficial for the different brands of the group
