For this reason, on June 20, when the electoral coordinator of the PSOE in Andalusia, Antonio Gutiérrez Limones, a veteran socialist, was asked what the socialist strategy would be in these general elections, he transmitted the new slogan without hesitation or nuance: “We are not going to talk about Vox”. If that was the intention of the PSOE, not to mention the ultra-right in the electoral campaign, today we can certify that the purpose must have lasted for the minutes in which they presented the strategy, like the one offered by this Andalusian PSOE campaign coordinator, which must have been symmetrical in all federations and socialist groups.

They intended to do that, not to mention Vox, and, in fact, that is what made the most sense, not to insist on the message of fear of the extreme right.. Although political memory is very weak, if we review the elections held in the last three years, we will see that each socialist defeat has been accompanied by the recognition that the classical discourse was already charred.. What has happened then so that, once again, the campaign of fear has been traced to the right? Perhaps sheer inertia, or a lack of alternative ideas, or a sum of all. For the moment, what we can analyze is why it was thought, a month ago, that we had to change our strategy and wait to see what happens at the polls on 23-J.

A year ago, after the Andalusian elections of June 20, in which the Popular Party obtained its first absolute majority in this community, the Socialists were very clear that they themselves had favored the victory of Juanma Moreno because, by warning so much against the the arrival of Vox to the Government, what they had caused is that many socialist voters, frightened, would have changed their vote to support the popular ones and close the door to the extreme right. “The strategy has not worked, because we have caused the opposite effect to what we were looking for, that hundreds of thousands of leftist voters have voted for Juanma Moreno to prevent Macarena Olona from becoming the vice president of the Junta de Andalucía”. In other words, exactly the same thing that is being proposed in this campaign, with the constant reiteration that Santiago Abascal will be the vice president of the Government of Alberto Núñez Feijóo. In any case, these Andalusian elections were not the first in which the PSOE, upon verifying the dismal results at the polls, drew the conclusion that it had to change its strategy.

The first time that campaign model began to falter was in the regional elections of Castilla y León, in which, despite the insistence on the pact of the extreme right, the Socialists lose representation in all electoral calls. That of Castilla y León was the first coalition government to be established and the vice president of Vox, Juan García-Gallardo, represents the cafre, macho and controversial prototype of Abascal's party. Well, in the last municipal elections, what happened is that the PP swept the town halls and obtained, by absolute majority, eight of the nine councils of this community. In this case, therefore, not only is the strategy of fear of the extreme right not working, but also, when a coalition government is produced, the one that benefits is also the Popular Party.

And Madrid? Haven't all the strategies, not only of the PSOE, but also of Podemos, in the Community of Madrid, failed miserably? It was precisely in Madrid, after the electoral crash of the PSOE in the regional elections of May 2021, with Ángel Gabilondo as candidate, when the Socialists began to consider that “it is no longer possible to continue invoking the photo of Colón, because the fear of the extreme right is no longer able to mobilize the progressive electorate as happened in 2019 ”, they repeated then.

What they did not analyze is that the insults and smear campaigns against certain Popular Party candidates do not work either. Isabel Díaz Ayuso was called directly crazy, “Ida”, using the acronym of her name to turn the pun into laughter. They made fun of her in gatherings, while the president of Madrid was consolidating her leadership in the streets. Result: absolute majority. In the town hall and in the community.

In other words, the PSOE was right before starting the campaign. For this reason, the Andalusian coordinator was so blunt: “We are not going out to say that the bad guys are coming, but that the good guys are here.”. We are going to ask for the useful vote, so that the candidacy of Pedro Sánchez concentrates progressive voters, against the Popular Party, which only talks about repealing sanchismo. But what does he want to repeal, what is he hiding?. The change of opinion and strategy that we can see just a month later, when the campaign is already expiring, has accelerated until it reached the apocalyptic, terrifying attacks of these last days.

The latest has been to warn of a violent assault on the Congress of Deputies “if the PP and Vox do not win the elections”. It also turns out that those who are saying it are Patxi López and Maritxel Batet, the last two socialist presidents of Congress. Are the bad guys coming? No, even worse, what is coming is absolute evil, “a return to the Inquisition”, which the socialist spokesman has also said, as if Torquemada himself, arrived in the tunnel of time, were Feijóo's candidate for the Ministry of Interior. In short, if on Sunday, again, it is found that the socialist strategy did not work, it will only be necessary to remind the leaders of the PSOE that they themselves already knew it. And that it is very good to draw lessons from defeats, in politics as in life, but that it is even better to apply them and not forget them.

The left-wing press has not done its job

During the last years, as one spoke with the intermediate positions of the Moncloa or with the informal advisers of Pedro Sánchez, one began to understand what the Presidency plan was. It was probably not a defined strategy. Maybe they were just a bunch of loose ideas. But they constituted a medium-term vision, until the elections arrived..

In the first place, these people thought, socialist voters didn't mind pardons for pro-independence leaders.. And they would end up showing indifference to the reform of the Penal Code that benefited them. The left would see both, together with the negotiation table with ERC, as a smart way to deactivate the independence movement. Of course, the coalition with Podemos did not bother almost any leftist voters. And they took for granted that the mistakes during the pandemic, the support for Morocco on the Western Sahara issue or the enormous difficulties in processing European funds were only temporary irritations, or perhaps not even that.. For these interlocutors, the socialist voter saw the legislature as a window of opportunity: the progressive laws that could be approved in it would justify everything else.

But, faced with their conviction, we asked these advisers and analysts if they were sure that socialist voters were going to ignore all this.. They grudgingly acknowledged that dissent or criticism could arise among less enthusiastic voters, especially over alliances and some feminist issues.. But all that, they told you, would be resolved when the electoral campaign arrived.. The possibility that Vox would enter the Government and the threat that the PP was radicalizing would work their magic and the upset voter, maybe even the centrist voter, would stay in the PSOE..

But some of us doubted. And we told those interlocutors and they were friendly with us: “Our surveys tell us so”, they affirmed. “You'll see”. But if the results of Sunday's elections are those indicated by the polls, it will be shown that these two central ideas of Sánchez's political project were weak or, directly, wrong.. Why didn't they listen to us? Well, in the first place, because those intermediate positions and advisers, without any decision-making capacity, but with a certain influence, believed that those second-rate columnists were wrong.. But also for another reason: because those of us who told them, or who wrote it, were not the people they were willing to listen to..

friendly criticism

There is a general psychological rule that goes beyond politics: we pay more attention to criticism from people we know like us well than to those we perceive as adversaries.. And the friends of the government never felt like telling left-wing power in public that it was making those mistakes.. The tone of some liberal or right-wing media has been very harsh with Sánchez (in my opinion, in some cases, several red lines have been crossed). But the media closest to him —El País, ElDiario or La Vanguardia— thought that their job consisted of protecting the Government from these attacks, not warning him that some of his decisions could make his re-election unfeasible.. They were not blind or dumb. ElDiario vigorously criticized Marlaska's decisions in the tragic death of immigrants on the Melilla border. But they hardly seemed willing to make a solid and loyal critique of everything else.. Much less daring were Cadena SER or the progressive infotainment network, with Greater Wyoming at the helm..

The government would have listened to them. I don't know if I would have listened to them, but I would have thought that their criticisms were not malicious, but attempts to help him run his program and survive successfully.. These media could have said with much more emphasis that the Government, despite its faith in its two strategic ideas, could lose many voters with a reform of the Penal Code that is very difficult to justify.. Or allowing Podemos to keep a Secretary of State like Ángela Pam Rodríguez in office and assume the most confrontational versions of feminism.. In too many cases, these outlets thought their role was to oppose the opposition. They believed that the legitimate programmatic affinity with the Government required an ineffective form of loyalty, not an indication of the many risks that it assumed.. Others denounced them, but no government takes seriously the criticism that comes from the media it considers adversaries. He only considers abandoning his most ingrained assumptions, or his most counterproductive tactics, if his friends ask him to..

the same for the right

Of course, if a right-wing government is formed after the summer, we will run the risk of suffering, as has happened so many times in Spain, the symmetrical phenomenon: a liberal or conservative press convinced that its role consists of opposing the opposition and protect Feijóo, his decisions and his probable, and dangerous, coalition with Vox. That would not guarantee the failure of that new government, but it would make it more likely..

Unless you're a psychopath, criticizing your friends is hard. But it is most useful for them to understand when they should correct their course or shake off a belief that has proven to be wrong. The left-wing press should have done that job with Pedro Sánchez to a much greater extent than it has. Only she would have listened. The rest of us, inevitably, were ignored by the government. Or something worse: he considered that the critics of the adversaries were the definitive sign that he was doing things well. I'll probably find out on Sunday that that wasn't true either.

From repopulating empty Spain to militarizing the borders: what the defense programs say for 23-J

The war in Ukraine, the tensions with Morocco and the growing strategic uncertainty, with the pressure of the professional military associations, have given an unprecedented relevance to the defense chapters in the programs of (almost) all the parties facing the 23rd -J. Some political lines that crucially affect the 140,000 Spanish military (active and reservists), more than 24,000 industry workers and another 57,000 indirect jobs generated by the sector; and outline the strategic ambitions that each organization assumes for the country in the most unstable international moment since the Cold War.

Under different formats, all the parties have included plans for the Armed Forces, references to the military industry and their geopolitical leanings to make a difference.. The proposals range from using the Armed Forces to revitalize empty Spain (PSOE), increasing the number of troops (PP), militarizing the border with Morocco (Vox) or eliminating the military justice system (Sumar).. In the barracks, good intentions are celebrated, but the lack of specificity is criticized (a vice that can be extended to many of the areas covered in the electoral programs, where generalities tend to abound and concrete proposals are scarce)..

“Have we noticed that there is more interest and commitment from the parties to the defense? Of course, yes, but very ambiguous and diffuse in the electoral programs. You have to get more wet and be clear when putting it in writing,” explains Marco Antonio Gómez, president of the Spanish Troop and Sailor Association (ATME).. “There is no clarity to address a major reform,” he adds.

The crew will have to wait

The first point that the programs suffer from, say the military associations, is precisely the one they consider most urgent. The future of the troop. In this section, both PSOE and PP are dispatched with open formulas. The Socialists are extremely vague in the drafting of proposals and speak of “execution of measures approved by the subcommittee for the study of the professional regime of troops and seamen”, “deepening the implementation of reconciliation measures” or “improvements in living conditions “.

Vox does assume more directly some of the demands of the military, especially the equalization of salaries to the forces and security forces of the State. However, this promise is diluted within a broader measure to adjust the salaries of national bodies, customs and regional and local police, without specifying how this harmonization would be done. It also includes the aspiration of a single military career law, but limits itself to saying only “the best” soldiers and sailors are relocated to the structure of the Ministry of Defense after the age limit of 45 years.. Another point that the associations demand and that the training of Santiago Abascal does make clear is the “civil approval of military studies and specialties”

Sumar, for its part, does not refer at any time to the situation of the Armed Forces or professional soldiers.. His only proposal for the troops, included in his justice reforms, is “the suppression of military justice and its integration into the ordinary jurisdiction”, as well as the repeal of the military penal code and procedural norms (preserving the specific types and processes to the exercise of arms, as well as the absorption of military justice professionals in the civilian circuit).

“In all cases, either they are proposals that lack specificity or, in the case in which something concrete is proposed, such as a single military career law, it is based on a model discussed in a bill of the year 2021, which was technically a disaster and did not fix the problems of temporality, nor the career model”, considers Iván Alcántara, of the Unified Association of Spanish Military (AUME). “There is little interest in the issues that affect the personnel of the Armed Forces. On the other hand, we do see in most of them greater interest in what is related to the defense industry; We believe that without well-paid and well-cared personnel, it is useless to invest large amounts in weapons and material,” he adds..

In addition, the different parties have outlined different missions for an Armed Forces that is more in contact with society.. The PSOE takes a stand in this regard with a proposal to use the armies as a lever for development in empty Spain with the “deconcentration of military units throughout the national territory”, giving as an example the future logistics base of Córdoba or that of Monte de The Queen in Toro (Zamora). However, the military associations see this proposal as a shot in the foot to the already diminished recruitment capacity..

“If we already have problems, that can lead to losing even more attractiveness of staff. The lack of attractiveness is due in the first place to the very poor remuneration. But if on top of that we put the garrisons in isolated places, nobody will want to go, only the people of the area. In fact, there are battalions that have moved to large cities to cover the necessary personnel.. That repopulating spirit is a pipe dream,” lists Miguel Peñarroya, president of the Professional Association of NCOs (Asfaspro).

Sumar, for its part, proposes promoting a climate training program for the Military Emergency Unit (UME) and civil protection services, extendable to regional security and emergency forces and teams, to gain muscle in the fight against the climate emergency. Something that, the military themselves remember, the UME and other units of the Armed Forces have already been doing, which have been on the front line in all the recent catastrophes in Spain, from the La Palma volcano to the snowfalls, from the pandemic to the fires.

Both Alberto Núñez Feijóo's PP and Vox propose the creation of a new voluntary military reserve model to allow greater involvement of the civilian world in the military sphere and both formations speak of promoting the culture of defense, although without much more. development on how to define or achieve that goal.

Industry in focus

The programs also reflect the vision of the different parties on the defense industry, with very significant opportunities and challenges in this new investment cycle.. PSOE and PP abound in some aspects. President Pedro Sánchez commits in his program to reinforce the budget in accordance with “international commitments” (2% from NATO) and to continue with the equipment acquisition and updating programs. In addition, it specifies that it will continue in its defense industrial policy with a strategic autonomy orientation with programs underway such as the Dragon 8×8 combat vehicle, the F110 frigates or the S-80 submarine, or those that are yet to come such as the action ship Maritime Intervention Submarine (BAM-IS) or the Chain Support Vehicle (VAC).

The popular ones also confirm the aspiration of a 2% expense and are favorable to the industrial impulse, but with a review to “clarify the technologies and assets with a medium-long-term vision (10/15 years)”. Vox limits itself to mentioning that “the modernization programs for the Armed Forces will be adequately provided”.

In the antipodes, the formation of Yolanda Díaz, who warns that she will promote “a review and audit of the Special Weapons Programs and other expenses associated with defense plans in order to provide them with greater transparency”. Also a review of export policies (national and European) to prevent arms from being sold to countries that violate human rights, a category where some key clients of the Spanish industry could be included..

“We need to be up to date in material, the disinvestment caused capacities and materials to be lost with years of more. On the other hand, we are witnessing the paradox, as has happened in this year's budgets, that spending on defense in billions of euros is increased to levels that even cannot be spent. Why billions for equipment and zero for personnel?” asks Miguel Peñarroya, second lieutenant (in reserve) of Asfaspro.

strategic Spain

The programs also reflect the vision of the parties on the strategic role of Spain in the midst of the geopolitical turbulence incubated in a pandemic and accelerated after the Russian invasion of Ukraine.. Linked to their different diplomatic visions, we once again see several trends.

PSOE and PP, in different ways, confirm a seamless support for the Ukrainian cause, closing ranks with European and Atlantic allies. Both parties also juggle rhetorically to show their support for European strategic autonomy and, at the same time, the importance of NATO partners.. I mean, the United States.

The Socialists detail the priority attention to the southern flank, in regions such as the Sahel and the Gulf of Guinea, in addition to their commitment to reinforce the already high Spanish participation in international security and defense missions and organizations. The popular ones, more blurred, point more to symbolic issues, such as “the need for a compact government that does not cast doubt on its loyalties in matters such as the war in Ukraine or the promotion of democracy” (in clear reference to the dissent in the coalition of government PSOE-Unidas Podemos on different international aspects).

In addition, the two majority parties adopt a conciliatory tone with Morocco. The PSOE advocates “deepening the new stage of bilateral relations”, while the PP is that it frames it in a “reasonable balance” with Algeria and “without forgetting our responsibilities with the Saharawi people”..

Sumar, for its part, emphasizes diplomacy and its strategy involves overcoming “the dichotomous vision that reduces these neighborly relations to the exclusive prism of cooperation or conflict”, whether in the Maghreb or in the case of China.. Although, at the same time, he advocates for the Sahrawis and calls Western Sahara “occupied territories”. His intention is to move away from the influence of NATO to further promote European strategic autonomy and, in parallel, to ask to eliminate the requirement of unanimity in EU decisions on common foreign and security policy.. On Ukraine, a circumlocution — “we will continue with comprehensive solidarity with Ukraine and strengthen the diplomatic channel to achieve, when circumstances allow, a just and lasting peace” — to send the message that, for the time being, support will be maintained as an allied country.

Vox does not mention the word Ukraine in its entire electoral program and focuses all its focus on ending the “blackmail” of Morocco (and some mentions of China). Among his proposals, a “military deployment on the borders of Ceuta, Melilla and the Canary Islands… in the face of invasions promoted by neighboring states or international organizations”, without further details. In addition, it links development aid to migration cooperation and is more committed to bilateralism than international organizations.

What did Santiago Abascal do before he became a politician?

Santiago Abascal, born on April 14, 1976 in Bilbao, has been the president of Vox since its creation in December 2013.. He is the son of Santiago Abascal Escuza, a member of Alianza Popular and later of the PP of Álava, and grandson of Manuel Abascal, mayor of Amurrio for more than 15 years, the town where the leader of the conservative party grew up..

Abascal studied at the private University of Deusto, where he graduated in Sociology in 2003.. His final degree project was later published, called La farsa de la autodeterminación, with a prologue by José María Aznar.. From the beginning of 2004 to February 2005, in its first stage, and from October 2005 to January 2009, not being re-elected later, he was part of the Basque Parliament for Vitoria.

After all this, already as president of the Foundation for the Defense of the Spanish Nation and with Esperanza Aguirre as president in the capital, in 2010 he became director of the Data Protection Agency of the Community of Madrid until moving to the Foundation for Patronage and Social Sponsorship. This was dissolved when he left, at the same time that the VOX party was founded, already in December 2013, presenting it a month later and since then occupying the position of president of the political group.
