These will be the drivers who could get rid of paying highway tolls in 2024

The tolls for the use of highways have jumped back to the present day after in this electoral campaign of the general elections of 23-J they have become a recurring theme. This measure appears in the document of the Recovery, Transformation and Resilience Plan, which can be read in the document published by Moncloa: “It is necessary to develop a system of payment for the use of the high-capacity road network that allows maintenance costs to be covered and to integrate the negative externalities of road transport as it happens in the rest of infrastructures “.

Although the specific scope is not yet known, the degree of application of the measure will either be directed at all drivers or part of them, the truth is that according to what is contemplated in the document, the payment will be implemented from 2024. In fact, Brussels has confirmed that the Spanish plan “refers to a payment mechanism for the use of roads that will begin in 2024 in line with the principle of 'who pollutes, pays'”. This triggers theories about who will have to pay and what amounts.

“Who pollutes, pays”

According to El Debate, at the time there was talk that the highway pricing system would be governed by a principle of dynamic pricing, which is consistent with the principle of “who pollutes, pays” to which they allude from Brussels.

This could mean that you will have to pay more or less depending on variables such as the time of circulation (being more expensive at peak times) or depending on what pollutes the car (depending on the famous environmental labels).. It is possible that there is even a license plate reading system (as already exists in some places) to identify the lowest-income cars so that they are exempt from paying.

Although it is still early to know how this measure will be implemented, what is evident is that it will finally be done as of 2024 according to the commitment assumed by the Government before Brussels. As published by El Debate, it is possible that the payment is exempt for student transport, trips to medical appointments or for work reasons, although the last word will be with the autonomous communities, owners of a large part of the roads in our country.

The SEPE requires having contributed six years of unemployment to be able to collect the subsidy for those over 52 years of age

Those over 52 years of age, as stated by the Public State Employment Service (SEPE), are entitled to an unemployment subsidy for those over 52 years of age in case they have exhausted the contributory benefit. To opt for it, it is necessary to be registered as a job seeker and sign the activity commitment that obliges you to actively seek employment.

To access it, the SEPE includes on its website a series of requirements to collect this benefit, the amount of which is 80% of the IPREM (about 480 euros per month) and the duration, if the requirements are met, is until the age required to be entitled to the Social Security contributory pension is reached.

Among the requirements, there are two that are essential and that are required to access the payment of this subsidy for people over 52 years of age: these also correspond to the requirements “to access any type of contributory pension”, according to the SEPE: “to have contributed for retirement for 15 years, two of which must be within the last 15 – and to have contributed for unemployment for a minimum of 6 years throughout their working life”.

Therefore, to access this subsidy, in addition to other requirements, it is essential to have previously been contributing for unemployment for 6 years (that is, unemployed).

Requirements for the subsidy for people over 52 years of age

  • be unemployed
  • Age 52 or older
  • Have exhausted the contributory benefit
  • Be registered as a jobseeker for one month from the end of the unemployment benefit
  • Sign the activity agreement
  • Rise of income above 75% of the SMI
  • Proof of having contributed for retirement for a minimum of 15 years
  • Have contributed unemployment for a minimum of 6 years.

All the general and specific conditions are collected on the SEPE website.

A new day of protests against the Government in Peru leaves at least eight injured and six detained

More than 21,000 people joined the day of protest called this Wednesday in Peru, in which eight were injured in clashes with the National Police and six were arrested, according to the Interior Minister, Vicente Romero, at the end of the mobilization in Lima.

The “social cost” of the anti-government campaign has been “low”, as reported by the minister at a press conference. Romero clarified that some 6,000 people who demonstrated did so for reasons other than the call for this day, which responds to the request for the resignation of the president, Dina Boluarte, and the closure of Congress.

When taking stock of the mobilizations in Lima and several cities in the country, the minister affirmed that “it is becoming evident that the vast majority of the population wants to work.” “We should be proud. It is a clear sign that our country is taking another course, people want to work,” he added.

Romero reported that one of the detainees is a person who threw a Molotov cocktail at the Police in Lima. These bombs are “to attack and kill the Police, but the body reacted well and this has not happened,” said the authority.

He also mentioned that several protesters tried to set fire to the Prefecture premises in the southern Andean city of Huancavelica, but that the Police managed to control the fire and had no major consequences. He also explained that of the eight injured, half are police officers. “We regret and hope that they are not serious and that in the next few days they will be in good condition,” he added.

Meanwhile, the Ministry of Health reported that during the protest demonstrations on Wednesday, 11 attentions were reported, of which 4 affected were treated by the health brigades in downtown Lima and that 3 were evacuated to the Dos de Mayo Hospital and have already been discharged.. The majority of those treated present bruises and wounds in various parts of the body.

Collective protest actions took place this Wednesday in 64 provinces with mobilizations and blockades, while marches and rallies took place in 59 provinces of the country. The march that took place in Lima went to Congress, after breaking through the police siege, and then dispersed through various arteries of the capital, with several points of confrontation in which the Police used tear gas to remove the protesters from the historic center.

Spanish soldiers on the eastern flank

DOES ASK OFFEND? by Miguel Angel Aguilar

In Vilnius, at the conclusion of the Atlantic Alliance summit on the 12th, the Prime Minister, Pedro Sánchez, told reporters that Spain is going to substantially increase the presence of its soldiers on the “east flank” of NATO. So the combat battalion in Romania is going to send 250 more soldiers, and in Slovakia it is going to deploy another 700 soldiers with the ambition of leading a brigade in the region whose details will be designed in a Force Generation Conference held by the chiefs of staff.

These announcements have been formulated avoiding making any reference to article 17.1 of the Organic Law 5/2005 of National Defense, according to which “in order to order operations abroad that are not directly related to the defense of Spain or the national interest, the Government will carry out a prior consultation and obtain the authorization of the Congress of Deputies”.

Section 2 of that same article provides that in missions abroad that, in accordance with international commitments, require a quick or immediate response to certain situations, the prior consultation and authorization procedures will be carried out through emergency procedures that allow compliance with said commitments.. And still section 3 of the aforementioned article insists that in those cases when for reasons of utmost urgency it is not possible to carry out prior consultation, the Government will submit to the Congress of Deputies as soon as possible the decision that it has adopted so that it can be ratified, if applicable.

In other words, the decision to order operations abroad must be taken taking into account that:

1. It is not unipersonal of the president, but it is up to the Government to adopt it and it requires prior consultation and also to obtain the authorization of the Congress of Deputies.

2. If a quick or immediate response is required, due to international commitments, prior consultation and authorization from Congress will be processed through urgent procedures that allow them to be met.

3. If it were the case that reasons of the utmost urgency prevent prior consultation, the Government would submit to the Congress of Deputies the decision it had adopted as soon as possible so that, if applicable, it ratified it.

The call for general elections made by President Sánchez included, as is mandatory, the dissolution of the Chambers while a Permanent Deputation assumes its functions. However, we lack any news about the call of that Permanent Deputation whose agenda includes validating or rejecting Royal Decree-Law 5/2023, which must be processed within thirty days of its promulgation, that is, before July 28.. Nor do we know that it has been called to rule on the missions of the Armed Forces abroad to which President Sánchez mentioned on Wednesday the 12th in Vilnius.. Nor is there any known pronouncement from the loyal opposition headed by the Popular Party or by Sumar or subtract in such a relevant matter.. On the other hand, those who know it well assure me that these shipments of soldiers must be approved by the Government through a formal agreement in the month of December. We will see.

Spain’s Robust Economic Growth Forecasts Signal Prominence in the Global Arena

According to recent forecasts by Goldman Sachs, Spain is projected to become the top-performing economy in terms of gross domestic product (GDP) growth in the coming years.

The bank predicts that Spain’s economy will accelerate in 2022, with a growth rate of 6.5%, surpassing the estimated 4.5% growth for this year. This forecast positions Spain ahead of other major advanced economies.

While Goldman Sachs is slightly more cautious than the market consensus on Spain’s 2021 GDP growth, which is expected to reach 4.5% compared to the consensus of 5.5% and the government’s expectation of 6.5%, the bank is optimistic about Spain’s prospects as the world’s fastest-growing advanced economy in 2022.

They anticipate a growth rate of 6.5%, seven tenths higher than the consensus estimate.

Looking further ahead, Goldman Sachs foresees the Spanish economy maintaining its growth momentum, with a projected growth rate of 3.9% in 2023, surpassing other major advanced economies.

The bank expects growth to moderate to 2.3% in 2024 and 2% in 2025 while outperforming growth forecasts for the Eurozone and other major European economies during those years.

Globally, Goldman Sachs believes that despite having passed the peak of the economic recovery, strong expansion will continue in the coming quarters, driven by increased consumption resulting from accumulated savings, advancements in public health issues, and inventory reconstruction.

The bank’s global GDP growth projections indicate a growth rate of 5.9% for this year, which is expected to moderate to 4.5% in 2022, still above the potential global growth rate.

Subsequently, growth is anticipated to slow down to 3.4% in 2023 and further decline to 3.3% and 3.2% in 2024 and 2025, respectively.

Regarding the United States, Goldman Sachs predicts a growth rate of 5.5% for this year, followed by a gradual loss of momentum in subsequent years, with GDP growth projected at 3.9% in 2022 and 2.1% in 2023.

However, the bank expects a recovery in GDP growth to reach 2.2% in 2024 and 2.3% in 2025.

For the Eurozone, Goldman Sachs forecasts a GDP growth rate of 5.2% for this year, which is expected to decrease to 4.4% in 2022. In subsequent years, growth is anticipated to further decline to 2.4% in 2023, 1.6% in 2024, and 1.4% in 2025.

Goldman Sachs analysts express increased optimism about the impact of fiscal policies on economic growth, particularly in the euro area, where a potential German center-left coalition is expected to increase spending, coupled with the implementation of the EU recovery fund that will support significant investment projects starting next year.

The bank also expresses confidence in the positive dynamics of US consumption, bolstered by the approved infrastructure plan.

Looking at monetary policy, Goldman Sachs foresees the European Central Bank (ECB) raising rates in 2024, while the US Federal Reserve (Fed) is expected to raise rates in 2022.

The analysts note that unexpected inflation in the United States prompted a revision in their forecast for a rate hike by the Fed in the following year. They do not anticipate changes in ECB rates until 2024.

Goldman Sachs expects several central banks in advanced economies to be in the process of normalizing rates by the time the Fed initiates its hike.

For instance, New Zealand is projected to increase rates by 75 basis points, Canada by 40 basis points, and the United Kingdom with an initial 15 basis point hike, likely in December, followed by a 25 basis point hike in May and November 2022.

However, the analysts highlight that certain central banks, such as the ECB and the Reserve Bank of Australia, may lag behind in raising rates.

They predict the ECB’s rates will remain unchanged until the third quarter of 2024, and the Reserve Bank of Australia’s rates until the fourth quarter of 2023.

Spain Assumes EU Presidency Amidst Anticipation of National Election

Spain takes the helm of the EU presidency amidst anticipation of a national election that could potentially upend the current left-wing government.

Socialist Prime Minister Pedro Sánchez, displaying an international presence, surprised both European partners and the public with a snap election announcement on May 29, following the left’s defeat in local and regional polls.

As he embarks on the campaign trail leading up to the July 23rd vote, Sánchez tweeted his greetings to Europe and outlined his priorities for Spain’s tenure as the head of the 27-nation bloc.

While the presidency does not grant Spain greater influence than other member states, the six-month role offers an opportunity to address pressing challenges faced by the EU.

Despite concerns surrounding the upcoming election, experts argue that while ministers may be preoccupied with campaigning, the pro-European sentiment prevailing in Spain diminishes the risk of significant disruptions during the presidency.

Sebastien Maillard, the head of the Institut Jacques Delors, emphasized that Spain’s unwavering support for the EU makes a significant departure from the established course unlikely, even if distractions arise.

However, he did acknowledge that the election could impact the ability of Spanish ministers to dedicate sufficient time and energy to their European counterparts and reaching consensus on various issues.

Sánchez sought to reassure critics by highlighting France’s successful presidency concurrent with its presidential elections in April 2022.

Despite this, the looming election in Spain has raised concerns regarding the government’s stability.

Nonetheless, Sánchez remains confident that the goals set before the election will be accomplished during the presidency, asserting that cooperation with all institutional, social, and political actors has been instrumental in preparing for the EU presidency.

One of the key objectives outlined by Sánchez in mid-June is the completion of the EU’s migration policy reform by year-end, along with taking significant strides towards ratifying the EU’s trade agreement with the Mercosur bloc in Latin America.

Although Sánchez is a staunch advocate of the deal, it faces reservations in France, particularly related to environmental concerns.

As the opposition leader, Alberto Núñez Feijóo, criticized Sánchez’s claims about the EU presidency, asserting a lack of transparency, he compared his knowledge of the outgoing Swedish EU presidency favorably.

Despite such criticisms, the upcoming election is anticipated to have minimal impact on the EU presidency’s agenda, given the collaborative efforts of all stakeholders involved in its preparation.

Italian and European politics meet in Milan for Berlusconi's state funeral that the opposition dismisses as "inopportune"

The state funeral of former Italian Prime Minister Silvio Berlusconi, who died on Monday at the age of 86, will gather today in the cathedral of Milan, his hometown, his family and friends, as well as national and European authorities, among other attendees .

The funeral will begin at 3:00 p.m. local time at the “Duomo” presided over by the Archbishop of Milan, Monsignor Mario Delpini, while the country lives a day of national mourning with flags at half mast as a sign of mourning.

The mortal remains of the tycoon, who died at the San Raffaele hospital in Milan due to leukemia, have been held in private for the past two days at his mansion in the nearby town of Arcore by his closest family, friends and associates.

The country's main representatives will participate in his funeral, such as the head of state, Sergio Mattarella, and Giorgia Meloni, prime minister of the coalition government of which Berlusconi's party, the conservative Forza Italia, is a part.

His girlfriend, the deputy Marta Fascina, his five children -Marina, Pier Silvio, Barbara, Eleonora and Luigi-, among other relatives, and the senior staff of his circle of trust and training will also attend.

In total, the Milan cathedral will accommodate some 1,800 attendees, according to the calculation made the day before by the organizers of the ceremony, which will have strict security measures.

Among the attendees, many well-known faces of Italian politics are expected, such as his friend the Vice President of the Government and ally, Matteo Salvini, and also rivals such as the secretary of the progressive Democratic Party, Elly Schlein, although there will also be some absences, such as that of Giuseppe Conte, former Prime Minister and leader of the M5S.

The European Commission will be represented by the Commissioner for the Economy and former Italian Prime Minister, Paolo Gentiloni, as the President of the Community Executive, Ursula von der Leyen, is on an official trip to Latin America.

The presence of the leader of the European People's Party, Manfred Weber, as well as politicians from the continent such as the Hungarian Prime Minister, Viktor Orban, is also expected, according to the media.

Other countries will be represented by ministers or other authorities, such as Spain, which will send the ambassador in Rome, Miguel Ángel Fernández-Palacios.

Thousands of followers and sympathizers are expected to gather on the huge esplanade that precedes the temple, up to 10,000 according to various media, who will be able to follow the liturgy from two giant screens.

State funerals in Italy are reserved for presidents of constitutional bodies, even after their mandate has expired, for ministers in the exercise of their functions or for personalities who have offered high services to the country.

Its celebration follows a strict protocol: the coffin must be transported by six officers of the Carabineros in full dress uniform and will receive military honors at the entrance and exit of the temple.

The decision of the right-wing government of Meloni to pay this high tribute to Berlusconi, as well as that of decreeing a day of national mourning, have received much criticism from some of his opponents.

They see him as “untimely” for being such a controversial politician, involved in sexual scandals, who had to perform community services in a nursing home for his conviction for tax fraud, accused of maintaining alleged links with Masonic lodges such as P2 and author of countless political tricks.

Two hours of Messi

China has taken two hours away from Messi at the passport control at the Beijing airport. He was missing a piece of paper, the visa. They made him a special one but it took two hours.

Dictatorships, to imitate democracies, work with papers, visas, stamps, accreditations. If it's not you or similar, you don't enter. But Messi is the most famous and appreciated kid in the world. He doesn't mess with anyone. He sneaks the same in life as in area. He has left Paris Saint Germain and has signed for a team from Miami (United States). Inter Miami. Messi is world champion with Argentina. Messi and Argentina, World Champions. China is only champion of the Wuhan coronavirus, in that it is unbeatable. There the already forgotten virus was born. Whether it's from the Wuhan lab or a twisty bat, the virus is a total Chinese export. There is no comparison between what Messi brings to the world and what China brings.

However, and for this very reason, China has retained Messi for two hours at a counter. to what end? Don't they know him? Perhaps China only wanted, like Teruel a few years ago, to exist. China is a great world power without interest, perhaps it has already surpassed the USA in many or all headings. But, like everyone, he needs a Messi (a popular messiah) to appear in the memes and suck a bit of popularity, glamor (Pure glamour, by Aloma Rodríguez).

Dictatorships are less cool than nothing. Totalitarianism, the more it spreads and tempts with its tyrants, the more rejection it gets. It will be an internal, intimate and not very showy rejection, but the invisible rejection, perhaps cowed, still generates more volts and more resentment. If you take it out it ventilates and evaporates a bit. If you keep it, it ends up crashing. The natives are silent out of fear (in Russia or China, for example). The neighbors of countries with democracy always roaming and threatened, say nothing and allow themselves to be seduced and entertained by the claims of tyrannies, who try –and in general succeed– to sign their declining stars. Xavi defended the viziers of the Gulf. For whatever reason, nobody says anything and thus the star system is degrading, always in danger. Türkiye, Poland, Hungary, Russia… China!

What is the message that the Chinese dictatorship wants to send to the world by holding Messi for two hours in an airport?

China, like Teruel before, needs to exist in popular affective zones, let's put soccer. In this case, he needs it to be known that Messi is there, oh. And that is why he has kept it on a counter under the pretext of a pretext. A visa. The strategy is not successful but it can be forgiven. The same thing happened to Russia, it could not exist even with shots. So he invaded the neighbor next door, Ukraine.. It is better to retain Messi than to invade Ukraine.

Saudi Arabia and the other Emirati abominations of the Persian Gulf, also manual dictatorships (or more) fail to launder their image no matter how much money they throw into the world. We all carry or see their logos, Formula 1, soccer, airlines, even a soccer World Cup! But they get nothing. They spend enormous amounts and don't get an iota. It would be enough for them to call elections. Cheaper and more effective.

But they have to sign poor Benzemá to get a brief at Marca. What a mess. Messi has resisted, he has preferred to go to Miami, which is something else. Saudi Arabia not even with Benzemá will be able to wash Khashoggi's thing. Well, yes, it's already washed. Who remembers the guy who went to the Saudi embassy in Istanbul to get a visa and was cheated? To something else butterfly. Also the USA, our beloved current metropolis that perhaps has already been superseded and we don't know it, has dropped more bombs and invaded more countries than the rest of the universe, including from here to Andromeda and beyond the Kuiper Belt. But it can be said, and there are choices. Assange is a martyr, but he hasn't been nailed down… yet.

What is the message that the Chinese dictatorship wants to send to the world by holding Messi for two hours in an airport? That China is a legal country, with legal certainty and papers and policies and visas. In other words, it is like a democracy. But in dictatorship. Well, call elections.

A mother and her partner found guilty of the death of a nine-year-old boy found in the bathtub

The United Kingdom has experienced a new chapter of child cruelty. A mother has been found guilty of the involuntary manslaughter of her nine-year-old son, who in February 2021 was found unconscious in a cold bathroom with 50 injuries all over his body, while his partner has been found guilty of his murder.

Prosecutors said nine-year-old Alfie Steele was repeatedly assaulted, beaten and placed in a cold bath as part of a cruel and “sinister” punishment regime by his mother Carla Scott and her partner Dirk Howell in Droitwich, Worcestershire. .

Jurors at Coventry Crown Court deliberated for just over 10 hours to reach a verdict for Scott, 35, and Howell, 41.. At the moment, both defendants are in pretrial detention and will be sentenced next Thursday.

During the trial, both defendants denied having “immersed” Alfie in a cold bath as punishment before his death on February 18, 2021.. Scott said he had been enjoying a hot bath, but his low body temperature of 23C suggested otherwise.

At the trial, which lasted six weeks, Scott and Howell, a career criminal, were said to have tried to cover up the murder by delaying calling emergency services after Alfie drowned, suffocated or suffered a cardiac arrest.. The exact cause of his death could not be determined, the indications indicated that he had died after being submerged in icy water.

Opening the case last month, prosecutor Michelle Heeley KC said the pair beat Alfie with “belts, or a slider, like a heavy-duty flip-flop, and used other, more sinister forms of punishment” and made him being out at night and pouring cold water over it.

Neighbors used to repeatedly call the police after hearing screams and crying coming from the family home. Some neighbors heard him scream as he was forced into the cold baths, and others reported seeing him standing in the garden at night “like a statue” while Howell berated him.

In a call to emergency services made six months before Alfie's death, a neighbor told police: “It looks like my neighbors are doing something bad to their son in the bathtub.. As if they were really hurting him. It sounds like someone was spinning in the bathtub.. It sounds like he's being hit and held underwater or something.”

The call was played to jurors, along with audio from an emergency call in 2020 in which a concerned resident told the operator “something weird is going on.”

Despite a social services plan to protect Alfie, which prohibited Howell from spending the night with the boy, Scott regularly broke this rule, Crown Prosecutions told jurors.

Howell “believed in discipline,” which was much more physical and psychological than conventional methods such as bedtime or the naughty step, Heeley said.

Alfie was the product of his mother's previous relationship, but the couple broke up in 2017. Scott began dating Howell in July 2019 and within six months they were engaged.
