Ayuso revolutionizes his Government Council with technical and unknown profiles

Isabel Díaz Ayuso has completed the total revolution of her Governing Council. The acting president of the Community of Madrid announced this Thursday, during the second session of the investiture debate, the names that will make up her Executive for the next four years, with technical profiles unknown to the general public. The new structure, with nine ministries and marked by “austerity”, will be made up of Miguel Ángel García (Presidency, Justice and Local Administration), Rocío Albert (Economy, Finance and Employment), Emilio Viciana (Education and Universities), Carlos Novillo (Environment, Territorial Planning and Interior), Ana Dávila (Family, Youth and Social Affairs), Miguel López-Valverde (Digitalization), Jorge Rodrigo (Housing, Transport and Infrastructure), Fátima Matute (Health) and Mariano de Paco ( Culture, Tourism and Sport).
The regional team, which will take office next Monday, faithfully complies with the premise advanced by the popular leader: a commitment to renewal and the quarry. Among the new names are deputy councilors in past legislatures and other figures with previous experience in the public administration. The Government, with the same ministries, will also reduce the number of deputy ministries and general directorates, an extreme that fits into the recurring demands of Vox. “We have the most austere government in Spain,” Ayuso stressed during his speech, one day after reeling off the main lines of his program in the Assembly.
The main novelty is the Digitization area, which is separated from Local Administration. To maintain the existing structure, it has been decided to merge some competencies, without touching large portfolios such as Health or Education. there will be no vice presidency.
technical profiles
The elected councilors are unknown to the vast majority of Madrid residents. Miguel Ángel García, in charge of the Presidency, Justice and Local Administration, has held different second-level positions in the Community of Madrid. In the last two legislatures he was Vice Minister of the Presidency and before, between 2015 and 2019, he did the same in Finance and Employment. He previously held the position of General Director of Unit Coordination in the region.
At the head of Economy, Finance and Employment will be Rocío Albert, who also knows the regional Administration. During the last term, she worked in the Vice-Ministry for Educational Policy, with responsibilities as General Director of Teaching Quality Improvement and of Universities and Research.. Also in Innovation, Industry, Commerce and Consumption. His fit into this portfolio, detailed from Sol, is justified by his career outside the Administration, with several works on issues related to the economy and innovation, regulation or public policies, participating in colloquia at universities such as Harvard or Bologna..
Emilio Viciana is chosen for Education and Universities. Civil administrator of the State, he is currently vice-secretary of the Consultative Board of Public Contracting of the State, a department dependent on the Ministry of Finance and Public Function. Carlos Novillo, in charge of the Environment, Territorial Planning and the Interior, served as the Vice-Ministry of the Interior during the last legislature. With extensive experience in emergency services and firefighters, he was director of the Madrid 112 Security and Emergency Agency.
The most controversial appointment is that of Ana Dávila for Family, Youth and Social Affairs, also with experience in the regional Administration. Dávila was the one who signed the commission of Isabel Díaz Ayuso's brother with the purchase of masks during the pandemic, as Deputy Minister of Health Care. She is a PP deputy in the Madrid Assembly and has been mayor of Health, Family and Minors in Las Rozas. She also served as deputy spokesperson for the Popular Group in the Health Commission and head of Comprehensive Disability Policies.
Digitization is the only novelty in the organization chart of the Community of Madrid, with the aim of turning the region into an international benchmark in new technologies. Miguel López-Valverde will lead this strategy after 25 years of experience in positions related to information and communication technologies in large companies such as Siemens, Kern Datanet or Atos. His background in the regional Administration has been as General Director of Information Systems and Digital Health in the Ministry of Health, with actions such as the development of virtual health card services or the use of artificial intelligence in prevention systems and the early detection of diseases.
Housing and Health
Housing, Transport and Infrastructures, one of the most greedy portfolios of the Executive, falls to Jorge Rodrigo. His recent past is linked to the Madrid Assembly, as First Vice President and Secretary of the Bureau in the Chamber of Vallecas.. He is part of the circle of trust of Isabel Díaz Ayuso in the PP of Madrid, at the head of the Vice-secretary of Electoral in the formation. He has also been general director of Relations with the Assembly and coordinator of the Cabinet of the Presidency. Previously, he worked with the PP in the Madrid City Council, with positions as managing director of Madrid Espacios y Congresos and general coordinator of Circulation of the Security Area. In addition, he was the manager of the Hortaleza district.
Health, the great Achilles heel of the president during the last legislature, changes hands after an extremely turbulent period. The chosen one is Fátima Matute, a graduate in Medicine and Surgery, and a specialist in radiodiagnosis. Vice President of the Society for Safety and Quality in Radiology, she has worked for 20 years at the San Carlos Clinical Hospital, where she is currently the coordinator of the Medical Imaging Laboratory. Its relationship with the Ministry refers to SERMAS, after collaborating to implement the Quality Assurance Plan in the Community of Madrid 2022-2025 and unify the portfolio of radiology services, reports from the Executive of the Community of Madrid.
The Ministry of Culture, Tourism and Sports is for Mariano de Paco, who has grown in the cultural organization chart of the Executive. To date, he was managing director of the Teatros del Canal. Also associate artistic director of the Teatro Círculo in New York, of the Ibero-American Festival of the Golden Age of the Community of Madrid, of the Royal Coliseum of Carlos III in San Lorenzo de El Escorial and head of the Madrid Performing Arts Fair (MadFeria).
