Felipe VI faces his tenth round of consultations in 9 years on Monday, the same as Juan Carlos I in 39 years
Political instability has become Spain's main problem. But since he came to the throne, that function has become increasingly complicated.. Proof of this is that Don Felipe will soon face his tenth round of consultations, the same ones that his father maintained in 39 years of reign, but he reaches that figure in 9 and a half years in front of the Head of State.
Zarzuela has once again complied with the procedures established in the Constitution. Felipe VI commissioned Alberto Núñez Feijóo to form a Government after the August rounds of consultations. The decision was criticized by some sectors of the PSOE, who saw that the King had commissioned a failed legislative attempt.. However, Casa Real explained in a statement that the election was motivated by the offer of the leader of the Popular Party and because since the Constitution was established, except in a legislature, the candidate of the political group with the most seats had always been in charge, for which had become customary.
After Feijóo's failed attempt, the president of Congress, Francina Armengol, met this Friday with the King, to whom she transferred the result of the investiture vote.
To understand this situation of instability, we must go back to 2015, the year in which the custom of the candidate with the most votes being the one designated to form the Government and carrying out his task ended.. Felipe VI commissioned Mariano Rajoy to form the executive, and the president of the Popular Party rejected that task, the first time that someone did not endorse the King's mandate.
At that time the King held a second and third round of consultations, without any party being able to form a Government.. Once the deadlines were exhausted, the elections had to be repeated.
In 2016, and after two more rounds of consultations – the fourth and the fifth -, Mariano Rajoy was elected president due to the abstention of the PSOE but for a legislature that ended prematurely due to the motion of censure promoted by Pedro Sánchez.
Felipe VI had to carry out three rounds of consultations also in 2019 due to Pedro Sánchez's inability to reach agreements and form a Government. There was another electoral repetition and the candidates returned to Zarzuela and the one baptized by Alfredo Pérez Rubalcaba as the Frankenstein Government was formed.
In the rounds of consultations last August, Don Felipe faced an uncomfortable situation. However, the lack of participation of the independentists in this constitutional process prevented the King from knowing the inclination of their support.
This Friday, October 29, Feijóo has failed in his attempt to form a Government. He will meet Felipe VI on Monday in Zarzuela. Sánchez will do it too. And the King faces his tenth decision about who is the right person to form a Government
