Keys to the lightning pact between PP and Vox in the Valencian Community: proportional distribution of portfolios and educational turn

The resignation of Carlos Flores to form part of the new Valencian Government has more to do than the sacrifice accepted by Santiago Abascal before the PP veto for the conviction for mistreatment of his ex-wife. It has smoothed the government agreement for the Generalitat between the Popular Party and Vox, but it allows the next Valencian president, the conservative Carlos Mazón, to clear Madrid of what was surely the most threatening profile from a political point of view as a possible vice president of Vox in your government.

The popular and the ultra-conservatives have closed a “principle of agreement” by which the portfolios of the new regional Executive will be distributed proportionally (four to one, if it is in seats) to their results on May 28. They will be less than the 12 ministries with which the Botanical Government chaired by the socialist Ximo Puig is saying goodbye. Little else has come out of this distribution of power, beyond the fact that it arises from a negotiation scheme similar to that of Castilla y León: presidency of the Cortes for Vox (still unnamed), president of the Generalitat for the PP (Mazón). There is speculation about a possible transfer of Agriculture and Social Welfare. It is unknown if there will be a vice presidency.

PP and Vox released an identical statement with what will be the five lines of programmatic work and government structure. This is how it is expressed literally: “1) Freedom, so that we can all choose. 2) Economic development, to reduce unnecessary spending and boost the economy. 3) Health and social services, to strengthen public health and social services. 4) Signs of identity, to defend and recover our signs of identity. 5) Support for families, to promote the birth rate, security and promotion of families”.

There was not much more detail, although Flores did add a reference to the field of educational choice in the “freedom” section, which anticipates possible changes in teaching policies, both in the choice of centers and in the vehicular language (now there is a model multilingual). There was no reference to the most thorny issues, those that can generate more political and social fires, such as policies against gender violence, historical memory or the relationship with unions..

The two parties have been summoned to create working groups in the coming days to land the first government measures that Carlos Mazón will present at his inauguration and the distribution of power. “It will be a government with fewer ministers, fewer advisers and senior officials, less taxes, fewer health waiting lists and the reaffirmation of the Valencian identity signs,” said the PPCV campaign director and member of the negotiating commission, Miguel Barrachina.

The agreement and the departure of Flores, to which the provincial president of Vox, Ignacio Gil Lázaro, has had to cede the head of the list for Valencia, allows Mazón to accelerate his investiture. Everything indicates that, given the legal imperative of having to formalize the electoral lists for July 23 this very week, Vox wanted to quickly start a written minimum agreement in exchange for removing from the board what was its candidate for the Generalitat.

On June 26, the new Cortes will be constituted. Vox has reserved the presidency, a position for which there are still no names on the table. It is known that his gender will mark that of the rest of the Table, because he conforms to a zipper. If Vox chooses a woman, the PP will have to designate men for the first vice presidency and secretary. The PSPV-PSOE may designate women for the second. If the person chosen to direct the Chamber is a man, the sequence is reversed, according to Valencian legislation.

Once the Parliament is constituted, Mazón has 12 working days to present his candidacy for the Presidency of the Generalitat. Once this procedure has been carried out, the Board may indicate the investiture plan between three and seven days after. Once the government program is exposed, the rest of the groups can expose their positions in less than 24 hours. From there, the president or president of the Chamber will set the voting time. The forecast of the popular was to celebrate the investiture between July 17 and 21, although it remains to be seen if the agreement with Vox accelerates and allows the date to be brought forward. At full throttle, Mazón could be elected president between July 3 and 7, before even formally starting the electoral campaign of the general elections.
