Regional and municipal elections 2023: check here the electoral programs for 28M

Next Sunday, May 28, 2023, the municipal elections will take place throughout the country, as well as the regional ones in a total of 12 regions: Aragon, Asturias, the Canary Islands, Cantabria, Castilla-La Mancha, the Valencian Community, Extremadura, the Balearic Islands, Community of Madrid, Region of Murcia, Navarra, La Rioja, Ceuta and Melilla.

A large percentage of voters have a double appointment at the polls on this election day, whose campaign officially starts this Friday, May 12 at 00:00.. From this day on, the political formations will begin with the electoral acts in which they will present their proposals and electoral programs, both at the regional and municipal level, with housing, health or taxes being some of the leading issues.

Some elections that, without a doubt, will mark the national panorama for the general elections that will take place in December. Here we collect some of the electoral programs published so far by the different political formations.

PSOE electoral program

The PSOE has drawn up a regional framework program for the May 28 elections that is based on three pillars. On the one hand, the “execution and visibility” of the 'Recovery Plan', with the support of the financial instruments of the Next Generation EU funds, point to the program. The second pillar is based on the proposals “in relation to the instruments that enable co-governance between the State and the Autonomous Communities”, and the third pillar of the program focuses on the measures that will be necessary to adopt to “attend to the needs and rights of the citizenship in a context of high inflation”.

Based on these pillars, the PSOE is presenting itself to the municipal and regional elections with the aim of building a “new country project”, willing to recover, transform and design employment policies, ecological and social transition policies, especially in health and education, equality policies, agri-food, livestock, fisheries, science policies, immigration and development cooperation, for youth and to reinforce social cohesion.

Some of the more concrete measures focus on the development of greener cities, public promotion of housing in large cities or the reinforcement of social services in rural areas.

PP electoral program

“Among all, a program for you”. The electoral program of the Popular Party for these elections is centered under this motto. A 112-page document in which the political formation proposes “to improve the institutional quality in Spain, improve the functioning of the institutions to better serve, support families, face the housing problem, protect and strengthen Public Health, bet for an education for excellence and the creation of opportunities and consolidate the new model of social attention”.

Other of the pillars of the PP for these elections focus on supporting families, establishing tax reductions, promoting more aid for the self-employed, promoting tourism and trade, supporting companies and their growth, among other relevant proposals.

Podemos electoral program

The training has created a framework program for municipal and regional elections that focuses mainly on “quality public health”, with primary care “as its basic pillar”, as well as promoting “public management education direct, free, universal and quality”.

The program proposes a guaranteed income of 700 euros per month, as well as the creation of several public companies in strategic sectors, such as the energy sector or banking. Likewise, it defends the creation “of a true care system that avoids privatization so as not to be commercialized”. Access to decent housing and the fight against sexist violence are other basic pillars of its program. Another proposal is to create a network of public real estate.

Podemos and Izquierda Unida will compete as political formations together in 10 autonomous communities, specifically in Madrid, Castilla-La Mancha, the Valencian Community, the Balearic Islands, La Rioja, Murcia, the Canary Islands, Cantabria, Navarra and Extremadura.

Vox electoral program

Vox is presented to these regional and municipal elections for May 28, 2023 with a program with 100 measures. A unique program that focuses on “Spain, unity and sovereignty”. Thus, the first measure they propose is “the suspension of Catalan autonomy until the unmitigated defeat of the coup and the purification of civil and criminal responsibilities”, as well as the “immediate repeal of the Law of Historical Memory”. In their program they also include measures related to migration, citizen security, the health system and the “repeal of the law on gender violence”, as well as the creation of a Family Ministry.

PNV electoral program

The Basque Nationalist Party (PNV) is running for the municipal elections on May 28, 2023 in Euskadi with an electoral program “for the future of Euskadi and the planet”. “We have challenges of great magnitude ahead at a social, environmental and economic level. Undoubtedly, the most decisive is to face the global climate emergency”, they articulate in their unique program. “In addition to this great challenge, we have others that are equally important. The demographic challenge, the technological-digital transition, the new migratory trends”.

ERC electoral program

Esquerra Republicana de Catalunya (ERC) has drawn up a framework program for the municipal elections on May 28, 2023 in Catalonia.

“We are a party of firm republican convictions, who put the common good and the needs of the people before any other interests. With left-wing ideals to move towards social justice and the redistribution of wealth,” they explain in the program.

Citizens Program

Ciudadanos presents itself to these regional and municipal elections with a framework program under the slogan 'Let's transform Spain from Zero'. Its proposals focus on conciliation, housing, health, the promotion of the birth rate and education. “Ciudadanos is presenting itself to these elections to continue with its construction work of this alternative at all levels of our country. Where we have governed, we have seen results,” they indicate.

Some of his proposals include flexible working hours, universal education for children from 0 to 3 years of age, access to dining scholarships, deductions for homeowners or tax rebates.. In terms of health, they include a health amortization law and propose the guarantee of a Single Health Card, as well as the creation of a “well-being check” for mental health. They also propose financial aid to promote birth rates, access to fertility treatments and the defense of altruistic surrogate pregnancy, among other measures.

Electoral program of Barcelona En Comú

The survey published by the CIS this Thursday reveals that Barcelona En Comú, with Ada Colau as candidate, would fight for victory in the next municipal elections in Barcelona, and would obtain between 11 and 13 seats, with 24.80% of the votes. This is his electoral program:

Electoral program of Más Madrid

Más Madrid is running for the next regional elections in the Community of Madrid with a program focused on measures “To live better”, as indicated by its motto, and with Mónica García as candidate for the presidency in the Community, while Rita Maestre will be the candidate for Madrid City Council.

Promoting public housing, reinforcing public transport, defending health, reforming the autonomy statute or promoting small businesses are just some of its proposals.. For this reason, the program contemplates the creation of a “health system recovery plan”, which reduces waiting lists, develops a pool of professionals, and reverses the privatization of services.

Thus, they propose expanding the number of intercity bus lines, expanding various Metro lines and launching “a regional Bicimad system”.. They also contemplate the implementation of a check for 100 euros for spending in local businesses and promote 8,000 public flats with a rent that would range between 300 and 600 euros.

The survey of the Center for Sociological Research (CIS) published this Thursday, predicts that the left will prevail in the Valencian Community and in the Valencia City Council. This would allow the socialist Ximo Puig to revalidate his position, as well as the mayor of Compromís, Joan Ribó. According to the survey, Compromís would obtain between 15 and 19 seats at the regional level (18.5% of the votes), while in the City Council it would reach 12 seats (30.4% of the votes).

“We are going to be the voice of all the forgotten”, says the deputy of Teruel Existe and spokesman for España Vaciada, Tomás Guitarte. As the formation states in a statement, their candidacies will be present in 233 municipalities and four autonomous communities, with a project that defends that “all towns and cities, counties and provinces have a place.”

As the federation points out, they compete in the regional elections of Aragon, La Rioja, Asturias and in Castilla-La Mancha.
