The PP wins in Ceuta but needs Vox to form a government

Juan Jesús Vivas faces his seventh legislature as head of the autonomous city of Ceuta. The local leader of the Popular Party has become the candidate with the most votes in the regional and municipal elections, confirming the continuity of the Ceuta political model that has governed since 2000. Vivas has obtained 34.2% of the votes, which translates into a representation of 9 of the 25 seats in the Autonomous City assembly. Vivas is four seats short of an absolute majority and will need to find a partner to govern.

The PP's main competitor this electoral campaign has been Juan Sergio Redondo, Vox candidate. The local leader of the Abascal formation remains as the third force in the autonomous city and obtains 20.5% of the votes and 5 seats. However, Redondo was convinced of his victory, and argued that since Vox was the list with the most votes in Ceuta during the 2019 general elections, the result was going to be repeated.. Vivas ruled out agreeing with Vox yesterday and Redondo affirmed during his campaign that his red line to negotiate with the PP was the continuity of Juan Jesús Vivas. We will have to wait to see how the negotiations continue and if they become investiture partners and the PP governs in a minority.

There are not many more government options in Ceuta, since the left does not add. Juan Gutiérrez's PSOE has lost one seat compared to the previous elections and remains the second most voted list with five representatives in the Assembly and leader of the opposition. Movement for Dignity and Citizenship (MdyC) rises, which remains with 3 three representatives and Ceuta Ya!, which opens with two. Although the majority of voters choose national parties, the only ones that are rising in representation are local parties.
