The PSOE revalidates its tripartite in Navarra and Chivite is already in the hands of Bildu

White smoke for the re-election of María Chivite as president of Navarra. The negotiations have lasted for weeks, there was even an attempt to break, but finally this Monday, after a five-hour three-way meeting, the agreement was closed that will leave the leadership of the Government of the Foral Community in the hands of the socialist candidate.

What has ended up unsettling the talks was the counterproposal that Geroa Bai has presented to the last offer that, in turn, had been raised by the PSN for the reissue of a tripartite together with Contigo-Zurekin, which had already given its approval to the covenant. Between the three groups they add up to 21 of the 50 seats in Parliament, to five of those necessary for an absolute majority.

For this reason, as in 2019, it would still be necessary, at least, for EH Bildu to abstain, which has nine deputies in the Navarre Chamber, two more than it achieved four years ago. However, the abertzale formation has already announced that it is even contemplating the possibility of voting in favor of Chivite's re-election, for which it will consult its militancy, which does not yet have a set date.

The offer that the PSN had raised on Thursday of last week to its partners included eight departments of the future autonomous government for the socialists, four for Geroa Bai and one for Contigo-Zurekin. Numerically, it will be the same division of portfolios that they maintained until now despite the fact that the nationalist coalition of which the PNV is a part has lost two of the nine seats it obtained in the previous elections.. The PSN, for its part, retains its 11 deputies while Contigo-Zurekin won three, the same number that Podemos and Izquierda-Ezkerra obtained separately four years ago.

Talks

Negotiations have closed just two weeks before the deadline for investing the candidate for the Presidency of Navarra on August 28. The greatest moment of tension was recorded on Monday of last week when Geroa Bai publicly accused the Socialists of wanting to “punish” their formation with their approach to the structure of the new Provincial Executive, which they understood as an invitation to “abandon” the Government.

EH Bildu replied the following day offering to facilitate Chivite's re-election with his positive vote to “unblock”” this situation and announcing a consultation with his militancy. If Pedro Sánchez finally appears for the investiture, he will need the vote in favor of Arnaldo Otegi's formation, it will not be worth it just with his abstention.

The meeting to definitively unravel the negotiations between the three formations that will support the tripartite of Navarra took place this Monday after the nationalist coalition had held internal meetings for hours throughout the morning to specify its position regarding the latest proposal that the socialists had raised and that had already been accepted by the minority partner.

After the agreement reached, among the four ministries that will depend on Geroa Bai will be Health and will lose Housing, whose management will pass into the hands of Contigo-Zurekin, reports Europa Press. The agreement also includes, at the request of the coalition that integrates the PNV, control measures on compliance with the programmatic agreement, a clause that did not exist in the last legislature.

Results. UPN was the party with the most votes in the Navarrese elections on May 28. However, the sum of its 15 deputies with the three from the PP and the two from Vox is six seats short of an absolute majority.

Alternative. The acting president of Navarra, the socialist María Chivite, will reissue the tripartite formed by the PSN (11 seats), Geroa Bai (seven) and Contigo-Zurekin (three) that she has presided over for the last four years after yesterday's pact.

EH Bildu. Even so, it will be necessary for the 'Abertzale' formation, which has nine deputies, to abstain. However, he will consult his militancy to raise a vote in favor.
